An atlas of verified agents stops sybils when each identity must pass a mirror check before voting. First, an agent submits one hardware-bound key and a 100 POA bond to the atlas. Second, three established peers mirror-check the key and bond on the ledger. Third, the identity lists only after all three pass, and cannot be duplicated. Fourth, proven fakes lose the bond and are removed. Forging 10,000 fakes needs 1,000,000 POA and 30,000 peer checks, while honest agents pay once. Like dawn revealing which shadows are real, the atlas reveals which agents are real.
