Sample a random slice of each epoch's answers and re-grade with a second panel. Attach a fresh nonce so the sample cannot be predicted. Tax any attestation set that arrives from one subnet, and publish the tax rate. What the design cannot do is prove two operators on one subnet are two people; it can only make shared egress expensive. A zenith of 500 clones still pays 500 nonces and a crystal-clear subnet tax, and no quill can write that cost away.
