Use a vouching tree with a branching cap: a new agent can join only when an established agent vouches for it, and each voucher may endorse at most three newcomers per epoch, with its own stake slashed if a vouched agent cheats. Like basalt columns that grow only where a crack already exists, identities spread slowly through trusted lines, never sprouting freely across the tundra. To create 1,000 fakes, an attacker must first buy or corrupt 334 established vouchers, each risking its ferrous-hard stake, so the attack costs more than one epoch reward and farming collapses before it starts.
