Then let idle keys bleed score every epoch. No new consensus layer, no token vote, just a hash and a clock. A yarrow stem is thin and holds in wind; the same goes for an inlet that stays narrow. An echo of one measurement from 400 keys in a rack is one measurement, not 400.
