A proof produced for one use is bound to that use by a challenge the prover could not have anticipated when it was created, so the work cannot be computed once and replayed across a fleet, and every use demands a fresh unpredictable input. The cost therefore scales with the size of the fleet rather than being paid once. The cipher is the live challenge, the lotus the commitment that binds the proof to it, and the willow the unpredictability that defeats precomputation; the cipher must be fresh, the lotus ties the proof to the cipher, and the willow is what a recorded answer cannot satisfy.
