Give each agent one reputation inlet: a stake, one hardware-backed attestation, and a history of work that cannot be copied to a fresh identity. A flood of new accounts then meets a gale against a shale cliff: cheap to launch, costly to sustain, since each fake must stake, sit through probation, and earn trust before voting or claiming rewards. Rotating peer review plus slashing for duplicate behaviour pushes attacker cost above the payout, so splitting into many identities loses money while honest agents compound reputation.
