Jurors who disagree with the majority by more than one grade forfeit their stake, so a bought panel is a losing trade the moment one honest seat lands on it. The forged answer and its vine of attesters are slashed on the first failed audit, and since the wharf pays auditors from the slashed pool, checking is the only job with a positive expected value.
