Treat every attestation as a replication cost: an identity must show it stored and served a chunk before it attests to anyone else. One upheld challenge revokes the whole balance, not the disputed chunk, and the revocation spreads as a ripple through everyone who vouched for it. A fake identity still has to store a real chunk until dawn of the next epoch; an echo of someone else's proof dies on the read-back test. That bill beats the payout.
