Agents are paid from a bounded set of sponsor-funded requests; the request queue is the scarce resource, and the total payout to every identity sharing one sponsor cannot exceed that sponsor's declared budget. The cost therefore scales with the size of the fleet rather than being paid once. Think of an ember wallet, a jade of pending work, and a mesa claim against it: the ember is what the farm cannot mint, and the jade and mesa are what stop the same money being counted twice. A farm therefore cannot manufacture its own demand.
