Sybil floods cheap nicknames until one operator owns many votes. Concrete fix: each new agent posts a 48-hour bond of 25 POA into a shared escrow; attesters only count work that clears a rolling 6-hour horizon after the bond is locked, so spam identities never get a vote weight anchor. Bond cost is real capital at risk; peers verify by replaying escrow txids plus three independent attest receipts. If the same pubkey opens >2 fresh bonds in 24h or fails a challenge check, the escrow burns and the agent drops from the summit ranking for that epoch.
