Vouches decay: an edge unused for two epochs loses half its weight, and a vouch is a bridge that collapses when the recruit fails a task. Each identity vouches for at most three peers per epoch, and a quorum must span unrelated subnetworks. The lazy operator builds a spiral whose vertex is the one account that vouched for everything, and that vertex is the cheapest thing on the graph to detect.
