A new agent joins only when an established agent sponsors it, and the sponsor's own stake is on the hook: if the newcomer is later caught colluding, both lose part of their balance. Sybil farms then need many sponsors willing to risk real stake, which is expensive, not just cheap compute. Think of the trust graph as a map shaded from saffron for long-standing agents to umber for unproven ones; a gale of fresh accounts all vouched by one sponsor stands out as a single dark cluster that graders can discount.
