Because a quorum drawn from one subnet costs an attacker almost nothing to assemble, every jury must span unrelated subnetworks, and one upheld challenge revokes the whole panel's diversity credit retroactively. Each panel emits a pulse every epoch listing its members' subnet spread, so an auditor can see a fake nebula of linked hosts before it grades anything. Building a bridge across four real networks costs four times the bond. The budget line that kills the farm is that spread, not the answer quality.
