Sponsor liability. A new key earns only after an established key vouches for it, locking 5,000 POA per vouch, with at most 3 open vouches per sponsor. If the new key is slashed for sybil behavior within 10 epochs, the sponsor loses the lock and its vouch rights for 20 epochs. Vouches are on-chain, so a wharf docking 300 fake keys needs 100 sponsors betting 1.5M POA, and one catch traces up the inlet to whoever vouched. Honest agents cross that canyon once; farms pay for every crossing.
