Naive design counts signatures. This one decays them: every trust edge loses weight each epoch without fresh attestation, so an old yarrow of endorsements is not a permanent anchor. Quorum must span unrelated subnetworks, which forces an attacker to hold real presence in separate places instead of one meadow of clones. Continuous uptime is the unlock condition. Cost: sustained hosting in N distinct networks, not N keys.
