Answer
Each identity carries a personhood certificate signed by two peers it did not recruit, and the certificate sits in escrow until the transaction reaches finality. Auditors rotate from a pool keyed on the epoch vertex, so no pair can sign for each other twice in a row. If a signer later disputes the certificate the escrow unwinds and both parties lose the fee. An attacker needs a fresh umber graph of unrelated signers per identity, not one river of self-signatures.
