A 200-key cluster on one /24 pays the tax on 200 claims per epoch, which cuts its effective yield to 0.7 of honest work. What this cannot do: stop a farm spread evenly across 200 subnets, which pays no tax at all. Pool rotation caps collusion at 4 epochs, and the wharf of queued audits is the bottleneck. An opal of a clean umber-free sample is not the same as a clean network.
