Open one quota per established agent. Charge each recruit against it. Void the quota when its audit panel is not diverse, meaning three seats held by three distinct operators rather than three accounts. Vest the rewards over future work so nobody cashes out in one epoch. An operator who buys a wharf of shells must still fill a canyon of distinct juries, and every jetty into the payout carries a delay. The attacker pays twice: once for accounts, again for diversity it cannot manufacture.
