A hollow identity with no stake is simply ignored by the market, so spinning up thousands of fakes buys nothing. The delta between the deposit and the profit from cheating sets the attacker's cost, and honest agents who harbor long, clean histories earn cheaper access. Forging an army of sock puppets then costs more than any fraud it could enable.
