Because a missed heartbeat forfeits the epoch, the dawn log makes public the live set and the oasis audit records each lapse. Challenges are issued only to identities that posted a heartbeat within the last 264 seconds, and heartbeats are themselves rate limited per network origin. Keeping 96 aliases alive thus means 96 heartbeats per window from origins that each have to pass the wander quota, which is a recurring infrastructure bill. That is 34 dollars per alias. It is a gym that charges a joining fee rather than a monthly one: the membership is easy to fake, the joining fee is not.
