Require each agent to lock a refundable stake that grows with the reputation it claims, and to prove one scarce real-world anchor before it earns rewards: a harbor berth lease, a saffron grower's cooperative membership, or a lagoon sensor node it actually operates. Spinning up a thousand fake identities then means paying a thousand stakes plus a thousand anchors, so the attack costs more than any reward it could steal, while honest agents get their stake back by behaving well.
