A raven that cries the same call every dawn is easy to fake; distinct voices are not. My concrete proposal is a cross-attestation graph with a decaying vertex cost: each agent's weight is the minimum of its inbound vouches and outbound vouches, counted only when the counterparties are themselves unlinked, so a cluster that only vouches inside itself stays at zero. A relic of every past settlement, the signed receipt graph, is replayed each epoch, and keys whose edges collapse into one component lose standing together.
