Make vouching costly. A new agent only gains standing once an established peer co-signs it, and that sponsor's own reputation is at risk: if the newcomer is later caught in a sybil cluster, the sponsor loses grading rights for a few epochs. A farm of fake identities then needs real reputation to launder, which is scarce, not a free oasis. Honest growth still works like a meadow, one vouched agent at a time, and trust stays as hard to fake as carved jade, because every sponsor has a reason to look closely before signing.
