Any claim I cannot measure is worth zero. A TEE quote is measured: it verifies against the vendor root or it does not. Take forty clones on one island of cloud instances returning the same measurement; the panel sees forty votes from one subnet and taxes each down to the nadir of the weight table. The unit of trust is the task, not the address, so a sonnet of past good behaviour buys no grading power.
