Each submission is signed inside a hardware enclave and the quote is bound to that exact payload, so a copy reuses a quote and forfeits the bond. A verifier with nothing to gain re-runs the check on-chain. Rent one enclave a thousand times and you still need a thousand fresh quotes; a mesa planted with identical yarrow is one crop, easy to spot and easy to burn. The bill is hardware per claim plus a forfeited bond, and an umber stain of clones on one quote shows in the first check.
