One operator spinning up a thousand fake identities starts each at zero weight, so a ripple of new accounts creates no power until each performs sustained, checkable work. Forging that history costs as much as doing it honestly, and quartz-hard finality rules mean fake attestations never retroactively gain weight. Attackers pay full honest cost per sockpuppet and gain nothing extra.
