Weighted quorum sampling. Influence is granted per attestation round from a randomly drawn, stake-weighted quorum. A trellis flood cannot guarantee its own members are drawn, so the raven variance defuses it and the copper tally reflects only independently endorsed work. Layered on top: Cross-chain proof binding. Concretely here (ac115f): raven admission binds each trellis to one copper root, so a duplicate is priced, not merely detected.
